When Do Boat Flares and Fire Extinguishers Expire?

In US waters, pyrotechnic visual distress signals — handheld and aerial flares — expire 42 months after their date of manufacture, which is printed on each device. Disposable, non-rechargeable fire extinguishers expire 12 years after their date of manufacture, under a US Coast Guard rule that applies to extinguishers made from 2017 onwards; rechargeable extinguishers do not expire on a date but must be serviced and kept in good condition. Both dates are the manufacture date, not the date you bought it — a flare bought new off a shelf may already have a year gone.
Those are the two everyone asks about. There are half a dozen other dated items aboard, and they are the ones that catch people out.
Every dated item on a boat
- Pyrotechnic flares (handheld, aerial, meteor, smoke). 42 months from manufacture. Read the date stamped on the tube or the packaging; if you cannot read it, treat it as expired.
- Disposable fire extinguishers. 12 years from the date of manufacture, which is usually stamped into the bottom of the cylinder or printed on the label. Extinguishers made before 2017 do not carry that 12-year clock under the rule, but they still have to be serviceable — full gauge, intact hose and nozzle, no corrosion, pin and seal in place, and the powder loose rather than caked.
- Rechargeable fire extinguishers. No expiry date, but they need periodic inspection and servicing by a qualified shop on the manufacturer's schedule, plus your own monthly look at the gauge.
- EPIRB and PLB batteries. A replacement date is printed on the beacon, typically several years out. Separately, registration must be kept current — in the US, beacon registration with NOAA is renewed periodically and must be updated whenever your contact details or the boat change. An unregistered beacon still transmits, but rescuers lose the information that makes the alert useful.
- Liferafts. Serviced by an approved station on the manufacturer's interval, with the next service date on the container or valise. Hydrostatic release units carry their own separate expiry.
- Inflatable life jackets. No expiry as such, but the CO2 cylinder and the automatic inflator bobbin or cartridge do carry dates or condition limits, and the whole jacket needs a documented periodic inspection per the manufacturer.
- Inherently buoyant life jackets. No date. They must be serviceable, the right sizes for the people actually aboard, and accessible — not stowed under a berth in a sealed bag.
- Smoke and carbon monoxide alarms. Manufacturers give these a service life, commonly five to ten years from manufacture, printed on the back. Replace on that date, not when it fails a test.
- Electronic visual distress signal devices. No pyrotechnic expiry, which is much of their appeal — but they depend on batteries, and battery condition is now your dated item.
Where to actually read the date
- Flares: printed on the body of the device and repeated on the outer packaging. Keep them in the original packaging so it stays legible.
- Extinguishers: stamped into the metal at the base of the cylinder, or on the label. On some brands it is a four-digit month-and-year code rather than a plain date.
- Life jacket inflators: a date on the bobbin or cartridge itself, visible without dismantling the jacket if you know where to look.
- Alarms: printed on the back of the unit, often as "replace by".
- Liferaft: on the service label on the container.
If a date is illegible, it is expired. That is not pedantry — it is the position an inspecting officer, an insurer after an incident, and a surveyor will all take.
What is actually required, and where
The devices' expiry dates are one question; whether you are required to carry them at all is a separate one, and it varies.
In US waters, carriage requirements for visual distress signals, fire extinguishers, life jackets, and sound signals depend on the length of the boat, its type and propulsion, and where it is operated — coastal waters, the Great Lakes, and territorial seas are treated differently from many inland waters, and some small boats are not required to carry night signals in some conditions. The number and rating of extinguishers depends on boat length and whether there are enclosed engine or fuel compartments.
Rather than reproducing a rule that changes, treat this as the process:
- Check the current US Coast Guard requirements for your boat's length, type, and operating area, or your national authority's equivalent outside the US.
- Add anything your state or province requires on top of the federal minimum — several do.
- Add anything your insurer requires. Insurers set their own conditions, and those are contractual rather than regulatory.
- Then carry more than the minimum, because the minimum is a legal floor rather than a safety recommendation. Two extinguishers in reachable places beat one in a locker.
Requirements outside the United States are genuinely different — carriage rules, approved standards, and inspection regimes all vary by country. Do not port a US checklist to another flag.
Replacing a pyrotechnic kit with an electronic one
US regulations recognise electronic visual distress signal devices meeting the applicable standard as an alternative to pyrotechnic night signals, and they are commonly paired with an orange distress flag to satisfy the daytime requirement. The appeal is obvious: no 42-month clock, no disposal problem, no explosive stored in a locker.
Two caveats. The combination that satisfies the requirement is specific — an electronic light alone does not usually cover the daytime signal — so confirm the current rule and check that the device you buy carries the right approval marking. And the batteries become your maintenance item.
Disposing of expired flares
This is the part nobody tells you, so people keep a locker full of them for fifteen years.
- Do not fire them for practice or entertainment. Sending a false distress signal is an offence, and a flare fired for fun launches a real search.
- Do not put them in household waste, and do not burn or bury them. They are explosives.
- Do find a local disposal route. Depending on where you are, that may be a household hazardous-waste collection, a fire department or marine police collection event, a marina or yacht club amnesty day, or a commercial disposal firm. Availability varies enormously by region, so ask locally rather than assuming there is a scheme.
- In the meantime, keep expired flares aboard, clearly separated from the in-date ones. They no longer satisfy any requirement, and they may not fire — but in a genuine emergency, more signals is better than fewer.
Expired extinguishers are usually easier: many fire-equipment shops will take a disposable unit, and a rechargeable one is worth having serviced instead of scrapped.
Turn dates into a system
Every item above has a date, and every one of those dates will arrive while you are not thinking about it. Two habits solve the whole category:
- Write down every expiry the day you buy the item, along with what it is and where it is stowed. A single list beats crawling into lockers with a torch each spring.
- Check the list at the same point each year — spring commissioning, or the annual haul-out, alongside the rest of the annual maintenance schedule.
Keep the receipts too. Safety gear is one of the easiest things for a buyer's surveyor to write up as a finding, and one of the cheapest to have already dealt with — anyone checking over a used boat will be looking at exactly these dates while they are aboard.
